Senate Republicans released a revised final version of the CLARITY Act on Sept. 14, 2026, folding in 126 changes demanded by Democrats in hopes of clearing a 60-vote cloture threshold at a vote scheduled for 2:15 p.m. Eastern the following day. Within hours of publication, banking trade groups, Democratic senators, 18 state attorneys general and developer advocates all said the concessions did not go far enough, leaving the bill’s path through the Senate in serious doubt.
